You may wonder what the difference is between streaming video and simply playing a video over the internet - in simple terms, most video you view on the internet are video files that are downloaded to your computer and plays when enough has downloaded - the files are stored on a normal http server. Streaming video is delivered differently - it does not download at all - the viewer is in total control of what section of video they want to view. The Streaming server acts like a play-back machine and instantly plays what the viewer prompts for - if the viewer scrolls half way through a video and hits play, the server will instantly play from that point without downloading the whole program. Also, a streaming server can adjust for the user's connection speed and deliver the video at different qualities as can be received by the user - this is what is meant by intelligent streaming, rather than just copying files across the internet.
